About Committee


​In light of the changes that have occurred and continue to occur in the international political system, the concept of unilateral action or what is known as the traditional state action has become incompatible with the changing reality of this system. This has led to the isolation of countries that adhere to this concept from the rest of the world. Furthermore, the significant increase in the new needs of countries has convinced their governments that they are unable to respond to these needs on their own. In addition, the increase in trade and financial exchange between countries has highlighted the need for a global financial and economic system in which countries cooperate and coordinate to protect its stability for the benefit of all countries.

However, the serious challenges and risks facing international peace and security due to political and economic conflicts, as well as the widespread presence of terrorist groups that always rely on money laundering to fund their activities, have made countries around the world, including the Kingdom of Saudi Arabia, recognize the importance of cooperation through international political and economic organizations to establish legislations and common systems to address these crimes before and after they occur.

The Kingdom has responded to the importance of implementing these systems and international decisions through its government agencies by providing them with the necessary support to enhance cooperation between the Kingdom and the rest of the world. Some committees have also been established to monitor the decisions issued by international organizations and work on their implementation. One of these committees is the Permanent Committee responsible for implementing Security Council resolutions issued under Chapter VII, which was established by Royal Decree No. 7753 dated 29/10/1427 AH, with the membership of several government entities. Its tasks include studying the decisions issued by the Security Council and monitoring their implementation by government agencies in the Kingdom.

Furthermore, Royal Decree No. 10130 dated 1/3/1439 AH was issued to adopt a mechanism for implementing Security Council resolutions issued under Chapter VII of the United Nations Charter related to the prevention of the proliferation of weapons of mass destruction and their financing. This mechanism added additional tasks to the committee, including communication with government agencies responsible for implementing Security Council resolutions, communication with the Sanctions Committee of the Security Council, as well as monitoring the implementation procedures of freezing funds, depositing frozen funds, and facilitating the release of some frozen funds. The committee also has the authority to instruct the modification of specific freezing measures and to receive appeals from individuals or entities listed by the Sanctions Committee to have their names removed from the sanctions list.

The committee is headquartered at the Ministry of Foreign Affairs in Riyadh and consists of the following members:
